Each executive agency must, during the calendar quarter after a fiscal year ends, send a report to the Administrator of General Services and to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Accountability of the House of Representatives. The report covers personal property obtained as excess or found to be no longer needed for the purpose of the appropriation used to buy it, when given within the United States to someone who is not a federal agency. It must list equipment categories, acquisition cost, the recipient, and any other details the Administrator asks for. Within 180 days after the fiscal year ends, the Administrator must compile those reports, send the compiled report to the same two committees, and publish a public report on a centralized website. The public report must show the full data in a user-friendly way, include a summary with the total dollar value of property judged no longer required for the purpose of the appropriation used to make the purchase, and list any recommendations from the Administrator.
