Each executive agency must, within 180 days after the law is enacted, send its internal rules to the Administrator of General Services and post them on the agency’s website about using excess personal property (extra government items) to meet agency needs. The rules must say to check excess property before buying new, when and how to look for and get it, how to decide if items will work, and who is responsible, including one employee assigned to search available excess items. Agencies must also send any changes to those rules to the Administrator and update their website.
