The General Services Administrator must work with the Secretary of Agriculture to make rules for getting rid of extra farm goods, foods made from them, and extra cotton or wool items. The rules must stop those surpluses from being dumped on the market in a messy way that would hurt farm prices. The Administrator must give surplus items free to the Agriculture Department when the Secretary says it is needed to support or stabilize prices. Money from sales goes where the Secretary is allowed to put it, and net proceeds are credited under section 572(a) of this title. Goods transferred this way cannot be sold in the U.S. in larger amounts or at lower prices than the Commodity Credit Corporation’s sales, though exports are allowed.
