The federal government can give a forfeited vessel to a school that teaches commercial fishing or other vessel safety and training. The school must certify its program includes five basic courses: vessel stability, firefighting, shipboard first aid, marine safety and survival, and seamanship rules of the road. The school must take the vessel in its current condition, keep it maintained, and use it only for student training. If it can be documented, the school must register it as a U.S. vessel under chapter 121 of title 46 and note the required conditions on the vessel’s permanent record. The school must get approval from the Administrator of General Services before selling or disposing of the vessel, and any sale proceeds go to the Government. The vessel is inspected like a nautical school vessel under chapter 33 of title 46. The Government is not liable for claims from the transfer or use.
