When a federal agency, a mixed-ownership government corporation, or the District of Columbia asks, the General Services Administration (GSA) administrator may buy land for a building or project that Congress has approved. The administrator may also do surveys and test borings, prepare plans before the Attorney General signs off on the site’s title, and hire and supervise work to build and equip the project. An agency’s money for the project can be transferred ahead of time to GSA to pay for necessary things the administrator decides, including staff pay and costs to make plans and supervise work.
