When a federal agency moves from one controlled space to another, the GSA Administrator must decide if the agency's furniture should be moved or if it is cheaper and better to give new furniture. The Administrator must talk with the head of the agency and consider the agency’s work before deciding. Controlled space — a clear part of a building (for example, a building, floor, or wing) that GSA controls for assigning space. If no decision to move is made, suitable furniture must come from either the agency’s own stocks or GSA stocks, whichever is more economical, but not both. If GSA provides items, GSA keeps control of them. When GSA takes the agency’s old furniture, GSA gets control without paying, except that GSA must pay the fair market value if the items were bought from a trust fund. If the items were assets of a revolving or working capital fund, their net book value is written off and the fund’s capital is reduced by that amount.
