§603 Process for Establishing Motor Vehicle Pools and Transportation Systems

Summary

The Administrator of General Services can only carry out the actions in section 602 if they first decide, after talking with the agencies affected and thinking about their program work, that it will save money, improve efficiency, or improve service for the federal government. That decision must be written and, for each vehicle pool or system, must include a clear cost comparison of current and proposed operations and show that establishing, running, and maintaining the pool or system will produce savings. The President must create rules to carry out section 602. The rules must give agencies notice of any decision that affects them, allow an independent review and decision if an agency disagrees (which could include a partial or full exemption), and provide for enforcing decisions that take effect. A written decision must be followed by an agency only to the extent the rules say so.
