The head of the General Services Administration can set up motor vehicle pools only after talking with the agencies involved and deciding in writing that the change will save money, make operations more efficient, or improve service. For each pool, the written decision must include a clear cost comparison of current and proposed ways of doing things and show that the pool will produce savings. The President must write rules that explain how to carry out these decisions. The rules must require notice to any agency affected, allow an independent review of disputes (including possible partial or full exemptions), and provide ways to enforce decisions. A written decision only binds an agency as the President’s rules allow.
