The Architect of the Capitol must care for the Supreme Court Building’s structure and mechanical systems. That includes keeping the grounds and supplying all mechanical furnishings and equipment. The Architect runs and maintains the building systems, makes repairs, and may sign contracts needed to do this. Money appropriated under subsection (a) and sections 6112 and 6113 can pay for heating, air conditioning, refrigeration from the Capitol Power Plant (advances must be deposited in the Treasury to the credit of the plant’s appropriations) and for electrical energy. The funds under the heading “Supreme Court of the United States” and “care of the building and grounds” may be used for improvements, maintenance, repairs, equipment, supplies, special clothing for workers, and personal services (including temporary labor without regard to chapter 51, subchapter III of chapter 53, and subchapter III of chapter 83, of title 5). Without following section 6101(b)–(d) of title 41, they may also pay for snow removal and for replacing electrical transformers that contain polychlorinated biphenyls.
