The head of the Smithsonian, the trustees of the National Gallery of Art, and the trustees of the John F. Kennedy Center may make rules, beyond those in sections 6302 and 6303, to protect their buildings, grounds, people, and property and to keep order, including controlling traffic and parking at the National Zoological Park and other areas in the District of Columbia they control. Those rules must be published in the Federal Register and do not take effect until 10 days after publication.
