The Administrator of General Services can make deals and work with federal, state, or District of Columbia agencies and private parties to carry out the Trade Center plan at the Federal Triangle Project. The Administrator also gets the same powers the Pennsylvania Avenue Development Corporation had over property moved to GSA in fiscal year 1996. Money transferred from the Corporation and income from its property may be used for those duties. Income earned after October 1, 1998 must be deposited into the Federal Buildings Fund for purposes under this subchapter, despite section 592(c)(1). Any extra funds must pay the Corporation’s real-estate purchase debts, except debts for the Ronald Reagan Building and International Trade Center. For property moved under section 6702, the Administrator must pay the District of Columbia the same real-property tax the Corporation would have paid, equal to the tax that would have been owed from the date the Corporation bought the property if a private owner had held title.
