Foreign excess property located overseas can be sent back to the United States to be handled as excess or surplus property when the agency in charge, or the General Services Administrator after talking with that agency, decides returning it is in the United States’ interest. The General Services Administrator must make rules for this process. The rules must say that the federal agency, a state agency, or the recipient who gets the property must pay the transportation costs to bring it back.
