The Mayor of the District of Columbia must send plans to the Commission of Fine Arts before issuing a permit to build or change any private or semi-public building that faces or touches major public grounds or the streets next to them. The review covers the building’s height, how it looks, and the color and texture of outside materials. The places include the Capitol and White House grounds, Pennsylvania Avenue between them, Lafayette Park, Rock Creek Park, the National Zoo, Rock Creek and Potomac Parkway, Potomac Park, the Mall park system and nearby public buildings, and any street next to those areas. The Commission must quickly give the Mayor recommendations, including changes needed to avoid harm to the public value of the buildings or parks. If the Commission does not report within 30 days, the plan is treated as approved and a permit may be issued. The Mayor must try to make the project follow the Commission’s recommendations.
