Creates a central planning effort for the National Capital region and nearby areas. It requires comprehensive physical planning for the District of Columbia and its environs, except for sections 8733–8736. Nearby state and local planning agencies must take part. It also sets up the agency and procedures needed to run federal and D.C. planning work. Because the seat of government grew into a metro region reaching Maryland and Virginia, planning must be regional and ongoing. Federal sites strongly affect how the area develops. Governments at different levels must coordinate, share responsibility, and work together on interstate problems. Planning must respect the rights of adjoining States and local governments and should best promote public health, safety, morals, order, convenience, prosperity, and the general welfare, as well as efficiency and economy in development.
