The Mayor is the main planner for Washington, D.C. The Mayor must coordinate city planning and make and carry out the District parts of the comprehensive plan. These parts can cover land use, redevelopment, a multiyear public works program, and physical, social, economic, transportation, and population topics. The Mayor’s planning power does not cover federal or international projects if the National Capital Planning Commission says so, nor the United States Capitol Buildings and Grounds (as described in sections 5101 and 5102) or buildings cared for by the Architect of the Capitol. The Mayor must set up ways for citizens to take part and must consult any state or local government or planning agency in the National Capital region when a plan or amendment affects them, including under section 8721.
