The National Capital Planning Commission must make a six-year program of federal public works for the National Capital and review it each year with the agencies. Each federal agency must send the Commission, in the first quarter of each fiscal year, its planned capital improvements for the area. By February 1 each year, the Mayor must send the District’s multiyear capital plan under section 444 of the Home Rule Act to the Commission. The Commission has 30 days to comment but cannot change or reject the plan.
