The D.C. Council must send any proposed change or addition to the rules about mapping and dividing land in the District to the National Capital Planning Commission for a report and recommendation before the Council adopts it. If the Council disagrees with the Commission, it must say so and explain why. The Commission must give a final report within 30 days, and then the Council may act under its authority. The Commission may also send the Council its own proposed changes to those general orders. The Council must handle those proposals the same way it handles other proposed changes.
