The National Capital Planning Commission must get land it thinks is needed for the National Capital park, parkway, and playground system in Washington, D.C., and nearby parts of Maryland and Virginia. It must stay within the money Congress gives for that work and ask the Commission of Fine Arts for advice when choosing land. The Planning Commission can buy land at a price it finds reasonable or use condemnation (a legal process to take land) if it cannot buy it. Condemnation in D.C. must follow section 1 of the Act of December 23, 1963 (Public Law 88–241, 77 Stat. 571). Land in D.C. becomes part of the park system under the National Park Service Director, and playground sites may be given to the D.C. Mayor. How land in Maryland or Virginia is handled must be agreed with those states. All planned condemnations, purchase contracts, and agreements with Maryland or Virginia officials need the President’s approval.
