The Mayor can sell land that the District fully owns for city use if the National Capital Planning Commission agrees and both the Council and that Commission decide the land is no longer needed for public purposes. Sales can be public or private and go to the highest bidder. The Mayor may pay reasonable sale costs for each parcel and must deposit the net money from each sale into the U.S. Treasury for the District of Columbia.
