Defines when a system is a "major system." A major system is a set of parts that work together to do a mission. The parts can be hardware, equipment, software, or a mix. It does not include construction or other work on real property. A system is a major system if any of these are true: the Department of Defense is responsible and estimated research, development, testing, and evaluation costs exceed $75,000,000 (based on fiscal year 1980 constant dollars) or procurement costs will exceed $300,000,000 (based on fiscal year 1980 constant dollars); a civilian agency is responsible and total costs exceed the greater of $750,000 (based on fiscal year 1980 constant dollars) or the agency’s threshold set under OMB Circular A–109, "Major Systems Acquisitions"; or the head of the agency labels the system a major system.
