The Administrator may create and test new ways for federal agencies to buy goods and services. Before testing, the Administrator must work with agency heads to decide the need and goals, make rules and success measures, estimate costs and benefits, pick which agencies or parts of agencies will run the tests, choose the kinds of products or services to buy, and plan how to analyze the results. No test can start unless the chosen agency heads approve it. If a law would need to be waived to run a test, the Administrator must send a notice to the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate asking them to act. The notice must describe the program and its purpose, explain the procedures, say which laws would be affected or waived, and name the agencies involved.
