The Administrator can create government-wide rules, forms, and procedures that executive agencies must use when people or organizations that get federal grants or assistance buy certain kinds of property or services (the kinds listed in section 1121(c)(1)). These rules must fit with other laws and with the agencies’ program activities. The Administrator cannot use this authority to give procurement or supply support to a grant recipient, either directly or indirectly. The Administrator also cannot allow a recipient to act against State or local law when the grant is to a State or local government.
