The Administrator must work with the Secretary of Defense, the Administrator of General Services, and the Director of the Office of Personnel Management to create and carry out a plan. The plan must keep the federal government able to buy architectural and engineering services by making sure employees can define needs, set priorities and acquisition plans, set professional standards, prepare scopes of work, and award and manage contracts.
