§1128 Maintaining Necessary Capability with Respect to Acquisition of Architectural and Engineering Services

Summary

The Administrator must work with the Secretary of Defense, the head of the General Services Administration, and the Director of the Office of Personnel Management to create and carry out a plan. The plan must make sure the federal government has the needed skills and systems to buy architectural and engineering services and must cover five things: teaching employees to identify agency needs, setting priorities and acquisition plans, setting professional standards, writing clear scopes of work, and awarding and managing contracts.
