The Chief Acquisition Officers Council must oversee and improve how the federal government buys goods and services by giving recommendations to the Office of Management and Budget, sharing best practices, helping the Administrator coordinate multiagency projects, promoting timely best-value buying, advancing integrity, fairness, competition, openness, and efficiency, and working with the Office of Personnel Management and the Federal Acquisition Regulatory Council on staffing, training, and rules.
