Title 41 › Subtitle Subtitle I— Federal Procurement Policy › Chapter 13— ACQUISITION COUNCILS › Subchapter III— FEDERAL ACQUISITION SUPPLY CHAIN SECURITY › § 1322
Creates a Federal Acquisition Security Council inside the executive branch. The council must include representatives from the Office of Management and Budget, General Services Administration, Department of Homeland Security (including CISA), Office of the Director of National Intelligence (including NCSC), Department of Justice (including FBI), Department of Defense (including NSA), Department of Commerce (including NIST), and any other executive agencies the chairperson names. Within 45 days after the date of the enactment of the Federal Acquisition Supply Chain Security Act of 2018, each listed agency must name a lead representative who has expertise in supply chain risk management, acquisitions, or information and communications technology. The lead must keep the right agency staff informed about the council’s work. Also within 45 days after that enactment, the OMB Director must pick a senior official to be the council Chair. The Chair must set meeting times, name additional agencies to join, work with agency leads to create a council charter, and send the charter to the appropriate congressional committees and leadership within 7 days after it is finished. The council must meet within 60 days after the date of the enactment of the Federal Acquisition Supply Chain Security Act of 2018 and at least once every quarter after that.
