Create a strategic plan within 180 days to deal with supply chain risks from buying covered articles (the goods the law covers) and to manage those risks. The plan must set the rules and a sharing threshold for warning agencies and others about risks; list current authorities; create and share best practices and resources for agencies; recommend changes in law or policy to improve risk management and to encourage the private sector to follow best practices; check how new rules would affect current contracts and buying processes; describe how the Council will work with agencies, companies, and other groups; cover risks from information and communications technology that agencies share through common contracts, services, or buying programs; and help agencies get better at assessing risks and following the rules. Within 7 calendar days after the plan is finished, the Council chair must send it to the appropriate congressional committees and congressional leaders.
