Agency heads must make sure that job reviews for employees who mainly handle contracts covered by the Small Business and Federal Procurement Competition Enhancement Act of 1984 (Public Law 98–577) give credit for certain efforts. Reviews must recognize work to increase competition and save money by removing rules that block full and open competition, to support the goals of that Act and the Defense Procurement Reform Act of 1984 (Public Law 98–525), and to advance other objectives of the federal buying system.
