Every federal agency must tell the Office of Federal Procurement Policy how many first-time contract recipients it has in three groups: qualified HUBZone small businesses (small firms in designated low-income or underused areas), small businesses owned and controlled by women, and small businesses owned and controlled by socially and economically disadvantaged people. The counts must be broken down by gender. The Office must, each fiscal year, find out how many of those firms are new to the federal market.
