Defines three key terms used in the subtitle. A "covered foreign entity" is any organization put on a list the Federal Acquisition Security Council keeps and posts in the System for Award Management (SAM). That list covers five groups: organizations on the Consolidated Screening List; organizations under direct control or orders from a foreign government as decided by the Secretary of Homeland Security; organizations the Secretary of Homeland Security (working with the Attorney General, the Director of National Intelligence, and the Secretary of Defense) finds are national security risks; organizations based in or controlled by the People’s Republic of China or its Communist Party as decided by the Secretary of Homeland Security; and any subsidiaries or affiliates of those organizations. A "covered unmanned aircraft system" means the same thing as "unmanned aircraft system" in 49 U.S.C. 44801. The words "intelligence" and "intelligence community" mean what section 3 of the National Security Act of 1947 (50 U.S.C. 3003) says.
