Prevents these rules from stopping certain disclosures or actions. It lets people authorized by an agency get information, lets a contractor share its own bid, allows release of procurement information after a procurement is canceled unless the agency will restart it, and permits private meetings so long as protected bid or source‑selection information isn’t wrongly shared. It also does not allow hiding information from Congress, the Comptroller General, federal agencies, or inspectors general, and it does not limit other legal penalties or remedies.
