Agency heads may give their officers or officials any power under this part, unless another law forbids it. To make buying goods and services easier for themselves or for another agency, an agency head can give procurement duties to people inside the agency; two or more agency heads can agree to transfer procurement duties between their agencies or to employees of another agency (consistent with 31 U.S.C. 1535 and rules under section 1074 of the Federal Acquisition Streamlining Act of 1994, Public Law 103–355); and agencies can set up joint offices to handle procurement.
