Agency heads must aim to meet, on average, 90 percent of the cost, performance, and schedule goals for their major acquisition programs. Agency heads must approve or set those goals. The agency chief financial officer must review the cost goals for each major program. If a program is far behind schedule, over budget, or not meeting required performance or capability, the agency head must decide if it should continue and pick actions to fix it or end it.
