Make the Federal Acquisition Regulation set simpler buying rules. The rules must cover purchases at or below the simplified acquisition threshold and purchases above it up to $5,000,000 when the contracting officer expects only commercial offers based on market research. The General Services Administrator must make similar rules for leases if the average yearly rent does not exceed the threshold. Agencies may not split bigger purchases to use these rules, must encourage competition, and must follow the FAR provisions cited in section 1901(e).
