§3305 Simplified Procedures for Small Purchases

Summary

Agencies must use special simplified buying rules to save time and money for purchases of property and services that cost no more than the simplified acquisition threshold. They must also use these simpler procedures for purchases over that threshold but no more than $5,000,000 when the contracting officer, after looking at the market, expects only commercial products or services will be offered. The General Services Administration must write rules for simplified procedures for leases when the rent does not exceed the simplified acquisition threshold (for multiyear leases, the average yearly rent must not exceed the threshold). Agencies may not split a purchase above the threshold into smaller parts to use the simple rules. Agencies must encourage as much competition as possible and must follow the Federal Acquisition Regulation rules cited in section 1901(e).
