Title 41 › Subtitle Subtitle I— Federal Procurement Policy › Chapter 39— SPECIFIC TYPES OF CONTRACTS › § 3904
Lets certain congressional offices use their budgets to sign contracts that either run from one fiscal year into the next or last for several years, for buying property or getting services. They may do this the same way executive agencies can under sections 3902 and 3903. Covered offices are the Comptroller General (GAO), the Library of Congress, the Chief Administrative Officer of the House, the Congressional Budget Office, the Senate Secretary and the Sergeant at Arms and Doorkeeper (who must follow rules set by the Senate Committee on Rules and Administration), the United States Capitol Police, the Architect of the Capitol, and the Secretary of the Smithsonian. Some offices are limited to multiyear contracts for property and services that are not audit-related; others may enter multiyear contracts for property and services generally.
