Federal agencies must advertise and ask for proposals before they buy supplies or services, unless the appropriation or another law says otherwise. Appropriation here includes amounts made available under 31 U.S.C. 9104. Federal Government here also includes the government of the District of Columbia. Advertising is not required when a single purchase is $25,000 or less; when an emergency needs immediate delivery or work; when only one source exists and a purchasing or contracting officer says so; or when services must be done in person and are technical/professional or are supervised by the government and paid by the hour. Government sales follow the same advertising rules unless another law allows otherwise, except sales of $500 or less. For wholly owned government corporations, the rule applies only to administrative transactions.
