Members of Congress may not make or profit from any contract with the federal government, including any part of a contract. There are a few exceptions. The rule does not stop contracts the Secretary of Agriculture makes with farmers, or contracts made under the Agricultural Adjustment Act (7 U.S.C. 601 et seq.), the Farm Credit Act of 1971 (12 U.S.C. 2001 et seq.), or the Home Owners’ Loan Act (12 U.S.C. 1461 et seq.). Any use of these exceptions must be recorded and made public.
