Follow certain federal administrative and court-review rules when handling the federal wage laws, even if other usual rulemaking steps do not apply. If a contract has statements or agreements about wages, people with an interest can still go to court over legal questions, such as wage decisions and what the terms "locality" and "open market" mean. A person harmed by a wage decision can ask a court to review it within 90 days of the decision. "Person harmed" includes a business in the affected industry that supplies materials or equipment the government buys.
