§7101 Definitions

Gives plain meanings for key words used in the chapter. Administrator is the person who heads Federal Procurement Policy, appointed under section 1102. Agency board or agency board of contract appeals means one of four named boards that hear contract disputes, including the Armed Services Board, the Civilian Board, the Tennessee Valley Authority board, or the Postal Service Board. Agency head means the leader and any assistant leader of an executive agency, and can include the chief of a main division if the agency leader says so. Armed Services Board and Civilian Board are the two contract appeals boards established under sections 7105(a)(1) and 7105(b)(1). Contracting officer is a person appointed to make and run contracts and to make contract decisions, and it also covers an authorized representative acting within their authority. Contractor means a party to a federal contract other than the federal government. Executive agency includes executive departments (section 101, title 5), military departments (section 102, title 5), most independent establishments (section 104, title 5) except the Government Accountability Office, and wholly owned Government corporations (section 9101(3), title 31). Misrepresentation of fact means a false statement or conduct that makes someone believe an important fact, made to deceive or mislead.
