An agency head may lift a stop on payments, cancel ending a contract or grant, or decide not to suspend or debar a contractor or grantee for a specific award. For contracts, this can happen after a final decision under section 8102(b)(1) if stopping would seriously disrupt the agency’s work and harm the Federal Government or the public. For grants, it can happen if stopping would not be in the public interest. Only the agency head can make this choice. They may not give that power to someone else.
