Creates a Committee of 15 people, appointed by the President, to oversee purchases from people who are blind or severely disabled. Eleven members are federal officers or employees nominated by the heads of these agencies: Agriculture, Defense, the Army, the Navy, the Air Force, Education, Commerce, Veterans Affairs, Justice, Labor, and the General Services Administration. Four members are private citizens: one who knows about hiring blind people, one who knows about hiring other severely disabled people, one who represents blind workers at qualified nonprofit agencies, and one who represents other severely disabled workers at qualified nonprofit agencies. The four private citizens serve 5-year terms and can be reappointed. Members choose a Chair. Vacancies are filled the same way as the original appointment; people appointed to fill a vacancy serve the rest of the term and may stay on until a successor is chosen. Members are paid the daily equivalent of the top annual basic pay for Executive Schedule Level IV for each day they work for the Committee, including travel, and get travel expenses under 5 U.S.C. 5703; federal employees get no extra pay. The Chair may hire staff under the Committee’s rules and certain federal personnel laws, and agencies may detail staff to the Committee for reimbursement. The Committee can get needed information from federal entities, and GSA must provide requested administrative support for reimbursement. By December 31 each year the Committee must send the President a report listing members, meeting dates, activities, and any recommended changes.
