The Committee must keep and publish a procurement list in the Federal Register of products and services that are suitable for the Federal Government to buy from qualified nonprofit agencies for the blind and from qualified nonprofit agencies for other severely disabled. The Committee can add or remove items by rule following the requirements of section 553(b)–(e) of title 5. It must set and update the fair market price for those products and services, name one or more central nonprofit agencies to distribute government orders among the qualified agencies, and write rules about product specs, delivery times, and other needed details. When both types of agencies offer the same product, products from agencies for the blind must be given priority. The Committee must also keep studying and evaluating how the program is run. It may study employment problems for blind and severely disabled people and ways to change production methods so more such individuals can work.
