The Social Security Commissioner can make an agreement with a State or local government to pay that State’s regular cash benefits to people who qualify under this program. The agreement must include whatever terms the Commissioner thinks are needed to run both the federal and State parts smoothly. The State must repay the Commissioner for the benefit amounts paid and also pay an administrative fee, on whatever schedule they agree. Administrative fees go into a special Treasury fund for State recognition payments for certain World War II veterans. Money in that fund can be used to cover program costs only to the extent and in the amounts Congress provides ahead of time in appropriations laws.
