Requires a national plan to deal with dangerous radioactive waste and spent nuclear fuel. The law says these materials are risky and have piled up. Federal attempts over the past 30 years have not solved the problem. The federal government must provide permanent disposal to protect people and the environment, but the companies and owners who make or hold the waste must pay for disposal and for temporary storage until the Secretary of Energy takes it. States and the public must be included in planning to build trust. Care must be taken so the waste does not harm current or future generations. Establishes steps to find, build, and run waste repositories that protect people and the environment. It makes clear the federal role and how the government will work with states. It also creates a Nuclear Waste Fund, paid into by the generators and owners, to cover the costs of these activities.
