When studying a site, building a repository, or beginning its first operations, any federal permit, lease, certificate, right-of-way, or other permission needed must be issued as soon as reasonably possible, as allowed by the law the agency follows. Federal agencies must speed up review of those requests and give them priority over similar requests not tied to such repositories. That rule does not apply to any permission issued by, or requested from, the Commission. Any permission given must include the terms the law requires and can also include other terms the law allows.
