Owners and operators of civilian nuclear power reactors are mainly responsible for storing their spent nuclear fuel temporarily. They must make the best use of on-site storage pools and add more on-site capacity when practical. The federal government must help speed and support those efforts and, if a reactor cannot reasonably provide enough on-site storage, provide up to 1,900 metric tons of interim storage at one or more federal facilities to prevent disruptions and keep reactors running smoothly.
