After the MRS Commission sends its report to Congress, the Secretary may check and study possible sites for a monitored retrievable storage facility for spent nuclear fuel and high-level radioactive waste. When doing that work, the Secretary must see if each site would make the disposal system more reliable and flexible; reduce impacts from moving and handling the fuel and waste; help the public trust that disposal will be safe; cause little harm to the local community and environment; have a strong chance of meeting environmental, health, and safety rules on time; offer any other helpful benefits; and not place an unfair burden on a State that stores large amounts of defense-related high-level waste.
