The Secretary must follow the Commission’s rules about giving advance notice to State and local governments before such shipments. The Secretary must give technical help and money to States so public safety officials of local governments and Indian tribes along planned routes can be trained. Training must cover safe routine transport and how to handle emergency responses. The Waste Fund will pay for this work.
