Federal agencies must help and work with the Secretary to prepare any reports required by this subchapter and the mission plan under section 10221. Actions before onsite construction of a test and evaluation facility usually do not need an environmental impact statement under section 102(2)(C) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(2)(C)) or other environmental reports, unless this subchapter says otherwise. The Secretary and other agency heads must avoid duplicating work when preparing reports under the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) to the maximum extent possible.
