Lists meanings of important words used in this chapter. Board is the Institute’s Board of Directors. Director is the Institute’s Executive Director. Governor is a State’s chief executive. Institute is the State Justice Institute. Recipient is anyone who gets a grant, contract, or other financial help under this chapter. State includes each U.S. State, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other U.S. territory or possession. Supreme Court is the highest appeals court in a State, unless a constitutionally or legally created judicial council serves that role. Domestic violence includes trying to or actually causing physical harm or serious illness, rape or other sexual assault, threatening someone so they fear immediate serious injury, or holding someone against their will. It also covers physically or sexually abusing a minor child when the abuse is by either spouse, former spouse, or partner.
