Title 42 › Chapter 115— CHILD DEVELOPMENT ASSOCIATE SCHOLARSHIP ASSISTANCE PROGRAM › § 10902
A State that wants to take part in the grant program must apply to the Secretary using whatever form the Secretary requires. The State’s application must promise that scholarship money will go only to eligible people, will be given based on their financial need, and will be large enough to pay for applying, assessment, and getting the Child Development Associate credential (the State can choose to include any needed training). No more than 35% of a State’s grant can pay for the training part of those scholarships, and no more than 10% can be used for running the program. When giving out grants, the Secretary must share them fairly among the States and make sure both rural and urban areas are considered.
