States that get these grants must send the Secretary a yearly report saying how many eligible people were helped and what their jobs and salaries were before and after they earned the Child Development Associate credential. Grant money can be paid in parts, paid ahead, or reimbursed later, and the Secretary can make adjustments if payments are too large or too small.
